TOWARDS A SOCIALLY JUST CLIMATE TRANSITION
Climate change is a complex challenge that not only affects the environment, but also has profound social and economic consequences. Addressing it in a fair way means ensuring that solutions benefit everyone, especially those who are already living in situations of vulnerability.
Today, many climate policies do not sufficiently take social and territorial inequalities into account. As a result, they can worsen the situation of the most vulnerable groups if they are not included in decision-making and if their needs are not explicitly integrated into climate action.
Confronting climate change from a perspective that brings together social, economic and environmental dimensions requires new forms of collaboration and the ability to anticipate uncertain scenarios. However, the organisations involved do not always have the resources, tools or knowledge needed to work together in innovative ways.
In this context, the project emerges as a response to this challenge and continues the process driven by itdUPM to integrate the social dimension into Madrid’s Roadmap to Climate Neutrality 2050. Although the focus is on Madrid, it seeks to generate learning and methodologies that can be transferred to other cities.

The project aims for Madrid’s climate policies to more deeply integrate the social dimension, and for different actors (public administrations, civil society, businesses and academia) to have more tools to collaborate, innovate and anticipate future socio-environmental challenges.
To this end, four specific objectives are set out:
- Apply the just transition approach in municipal pilot projects on climate change mitigation and adaptation, generating practical references for future actions.
- Broaden the impact of municipal climate initiatives that already incorporate the social dimension, supporting their replication in other neighbourhoods, sectors or territories.
- Involve more people in a just climate transition, creating spaces and communication tools that expand imaginaries and give voice to those who are usually left out of the debate.
- Strengthen the capacities of local organisations to collaborate, anticipate and work from a social justice perspective in the context of climate action.
