EXPERT DIPLOMA IN COLLABORATIVE AND ANTICIPATORY GOVERNANCE
EXPERT DIPLOMA IN COLLABORATIVE AND ANTICIPATORY GOVERNANCE
The Expert Diploma in Collaborative and Anticipatory Governance, promoted by the Provincial Council of Gipuzkoa, delivered by the University of the Basque Country (UPV/EHU) and coordinated, facilitated and designed by Arantzazulab and Atelier itd, emerges within the framework of Etorkizuna Eraikiz, Gipuzkoa’s territorial strategy aimed at innovating public management and strengthening democracy through new forms of governance.
The training programme, whose first edition was implemented in 2024/2025, arises from the need to promote collaborative and anticipatory approaches in the design and implementation of public policies in the face of increasingly complex social, economic and environmental challenges.
This project systematises, in the form of an academic programme, the knowledge and experience of organisations that are developing working models based on collaborative governance.
Throughout the course, each student works on their own challenge with the support of a facilitation team, developing capacities to foster collaborative cultures in public, private and civil society organisations, while helping to strengthen democratic fabric and generate public value. Through the facilitation process, these individual challenges are connected to collective challenges and, in particular, to the different strategic areas of the Provincial Council of Gipuzkoa.
This approach is inspired by Gipuzkoa’s trajectory, where, thanks to a strong tradition of democratic participation, community culture, high social capital and an advanced socio-economic ecosystem, a distinct model for addressing complexity has been consolidated over recent decades: collaborative governance. This model conceives that public, private and civil society actors make decisions through dialogue and shared responsibility, moving beyond hierarchical logics to achieve results that could not be attained individually.
For the Provincial Council of Gipuzkoa, the Etorkizuna Eraikiz strategy represents a concrete way of understanding and implementing this open and collaborative governance, oriented towards collectively identifying future challenges, experimenting with responses together with diverse stakeholders, and translating the resulting learnings into public policies.
