EVOLUTIONARY EVALUATION OF TRAINING PROGRAMS FOR LABOR MARKET INTEGRATION
Within the framework of the ISOT project (Social Innovation in Traditional Trades), CESAL ONG launched a process of evolutionary evaluation of its training programs in traditional trades such as retail, gastronomy, and hospitality.
Developed across three territories—Granada, Valencia, and Madrid—these programs are an innovative bet on social inclusion and employment, creatively linking vocational training (especially for people at risk of social exclusion) with the sustainability of traditional trades at risk of disappearing.
The project represents a major organizational challenge, as its success depends on collaboration between diverse actors: markets, public administrations, businesses, social entities, and local communities.
Together with the Agirre Lehendakaria Center, Atelier itd supports CESAL ONG in embedding an evolutionary evaluation methodology to tackle this challenge and enhance the quality, relevance, and impact of its training programs.
Unlike traditional evaluations, usually conducted at the end of a project and from an external perspective, evolutionary evaluation is integrated throughout the programs’ development. It collects real-time feedback from stakeholders, identifies challenges and opportunities, and adjusts direction when needed—enabling continuous design and improvement.
Beyond improving current training programs, this process aims to strengthen CESAL’s organizational learning culture, generating benefits that transcend the specific objectives of the evaluation and add long-term value to the organization.
