Professor at the Polytechnic University of Madrid (Spain) and at Harvard University (United States)

He holds a PhD in Industrial Engineering from the Polytechnic University of Madrid (Spain) and a Master’s in Public Administration from Harvard University (United States).

Julio has worked on more than 80 research projects related to air quality and climate change. He is co-author of over 90 scientific articles and book chapters published in leading international journals on sustainability and climate change.

He is the founding Associate Editor of the journal Frontiers in Sustainable Cities. He served as a member of the Mission Board for Climate-Neutral and Smart Cities of the European Commission and is currently leading the implementation of the mission in Spain as Director of the Spanish Platform for Climate-Neutral Cities (citiES 2030). He is also a member of both the strategic and steering committees of the European Platform (NetZeroCities).
